RFP for Class and Compensation Study

The SWPRD currently has an RFP out for a company to perform a Class and Compensation Study.  Below are the questions and answers that have come in from interested parties.  Answers are in red.   For any additional information, contact Brian Tomisser at

  1. When was the last time your job descriptions were updated? Please confirm that the District would like to have all existing job descriptions updated and missing ones created.  We have reviewed the job descriptions for the current positions over the last month, so they are pretty accurate, would just need a once over.   We also have created job descriptions for the new positions, again, a once over on these would be appropriate.
  2. What is the District’s timeline for this project?  Ideally we hope to have this completed by the end of Q2 2025.  But we can be flexible.
  3. Can you confirm that the following 17 unique job titles will be included in the study?
  1. Executive Director
  2. Business and HR Manager
  3. Recreation Manager
  4. Parks and Facility Manager
  5. Maintenance Laborer
  6. Administrative Assistant
  7. Parks and Fleet Technician
  8. Parks Technician
  9. Aquatic Manager
  10. Recreation Assistant  Not this one
  11. Aquatic Coordinator
  12. Front Desk Lead
  13. Parks Lead
  14. Special Events Coordinator Not this one
  15. IT Manager
  16. Executive Assistant
  17. Lead Lifeguard

When was the last time you reviewed jobs for FLSA (Fair Labor Standards Act) exemption status (Exempt or Non-exempt)?  I’m not sure.  I would assume they did this in 2019 (the last time we did this), but I wasn’t here at that time.

Task 2 #7 (page 9 of the RFP) says “Provide a recommendation for total salaries and benefits, including the total compensation package of healthcare insurance, paid leave, and other benefits.”  Would the District like a full benefits study to be included? OR are there specific benefits (in addition to healthcare and PTO) that are of interest?  A full benefit study would be wanted.  I will say our last study was heavy in the benefit focus and I feel very comfortable with our current benefit package.  So in terms of focus, I am hoping for a deeper focus on salary and a more general comparison of benefits.
